Changes to parking enforcement in Conwy County Borough
On 31 March 2008 new regulations were introduced in Wales heralding the first changes to on-street parking since 1993. The policies provide motorists with a fair and consistent service across the country, helping raise industry standards in parking.
The regulations introduce both a new level of fairness, with more power for independent adjudicators, and greater transparency, where local authorities can make clear that enforcement is based on compliance with local parking regulations and not the number of tickets issued.
Under the new proposals, DPE becomes Civil Parking Enforcement (CPE) and Parking Attendants will be known as Civil Enforcement Officers (CEOs).
Councils have to be transparent about their parking management policies. Under the regulations, they must provide training for everyone involved in parking enforcement, undertake regular reviews of policies through consultation with stakeholders and communicate these policies effectively to the public.
The new regulations give greater authority to independent adjudicators. They now have the power to refer cases of parking contraventions back to the local authority, but in mitigating circumstances, they can ask the local authority to consider cancelling the penalty charge.
In the future, enforcement will also be "proportional" to the contravention's gravity, with new regulations providing for differential charges. For example, there will be higher penalties for such matters as parking on a double yellow line and a lesser charge for overstaying on a meter. Annual Car Parking Tickets are available, from the above address, to residents of Conwy County Borough on payment of an annual fee of £80.00, and for non- residents and businesses for a fee of £160.00.
The Department is also responsible for the highly scenic Marine Drive Toll Road, around the Great Orme in Llandudno, which affords the visitor spectacular views of the limestone cliff formations and across the Irish Sea and Conway Bay to Anglesey. Again, local residents can purchase an annual pass for this scenic drive for a very reasonable £15.00.
Residents of the area, who have relatives interred in the St Tudno Churchyard, can obtain free passes to gain access to the location by way of the Marine Drive, on application on the appropriate form available from this office.
