Regulatory Services


Phil Rafferty

Primarily based at the Civic Offices in Colwyn Bay, our service is responsible for providing regulatory, statutory and advisory services, to protect and enhance the quality of the life of people living, working and visiting Conwy.

We can provide appropriate advice and guidance to assist you in submitting applications associated with property development, food establishments, licensed premises and private sector rented accommodation, and where necessary, we also take action on matters of non-compliance relating to business, community, environmental and planning enforcement.

The diverse range of services also incorporates births, marriages and deaths, homelessness and working with both internal and external partners, we have established a very effective Community Safety Partnership.

We are committed to continually improving how we deliver our service to you.

Colwyn Bay
Colwyn Bay proposed Townscape Heritage Initiative bid 31/08/2010

As part of the conservation section's bid for Townscape Heritage Initiative funding, we would welcome the views of the public on Colwyn Bay town centre. All responses will be collated and the results will form part of Conwy County Borough Councils bid in November 2010.


Regulation of Investigatory Powers Act 2000 (RIPA) 14/04/2010

The main purpose of the Regulation of Investigatory Powers Act 2000 (RIPA) is to ensure that the relevant investigatory powers are used in accordance with human rights. This Act brought into force the regulation of covert investigations by a number of bodies, including local authorities.

Conwy Community Safety Partnership is a statutory organisation that co-ordinate and brings together key agencies that are committed to increasing community safety in Conwy, through a reduction in local crime and disorder.
