The Council, specifically Conwy Revenue and Benefit Assessment Service on behalf of the Welsh government, will be administering the Winter Fuel Support Scheme 2022/23.

The reason (purpose) it is necessary to process your personal data is:

The Winter Fuel Support Scheme 2022/23 is intended to reduce the impact of the rising cost of energy and the cost-of- living crisis on Welsh low income households on certain benefits, with a single household payment of £200 if they are responsible for the energy bill payment. The Council will be processing registrations and payments in line with the scheme requirements.

The information we hold and process for those entitled to the payments will typically include, but not limited to:
- your name
- address
- contact details
- date of birth
- national insurance number
- financial information
We will use your information to:
- confirm with the Department for Work & Pensions that you are entitled to certain welfare benefits between the 01/09/2022 and the 31/01/2023 and that you live at the address stated on your registration/application form.
- process the payment, where you are entitled
- refuse the payment, where you are not entitled giving the reason why
- confirm when payment is being made/has been made

The Council are acting as data processors for this scheme, which has been created by the Welsh Government. The Council will be processing your information in line with our public task duties and to administer the scheme on behalf of the Welsh Government.

Conwy County Borough Council use a variety of different systems to store and process your data, some of these are hosted internally, whereas others are hosted by 3rd party organisations on cloud based hosting.

How long your data will be held for:

We will retain your personal information in accordance with the retention periods contained in the Councils Data / Document Retention Policies for each data area collected.
All telephone calls received and made through the Revenue and Benefits Assessment Service landlines are recorded for training and monitoring purposes. The recordings of these calls will be retained for 90 days

Who your data may be shared with:

We work with a range of other organisations to either store personal information or to help us deliver our services to you. We may also share your personal information when we feel there is a good reason to do so that is more important than protecting your privacy. As an example we may share your information in order to find and stop crime and fraud.
Those that we share your information with are:
- Other CCBC Services / Departments for the purpose of Council Enforcement issues where necessary.
- Bodies investigating or processing claims
- Public sector agencies e.g. Department for Work and Pensions, other local authorities
- Bodies working to prevent fraud and supporting national fraud initiatives.
