As a resident or business owner in the area you may be aware of issues of anti-social behaviour associated with people drinking alcohol on the streets in Colwyn Bay town and also youth related problems, both of which are detrimental to the area.
In May 2022 a Public Space Protection Order (PSPO) was introduced under the Anti-social Behaviour Crime & Policing Act 2014 for a specific area of Colwyn Bay town. This Order imposed conditions in relation to behaviour within that area and enabled North Wales Police to deal with people breaching those conditions. The PSPO was in force for 3 years.
PSPOs enable us to impose prohibitions or requirements to specified areas to enable law-abiding citizens to enjoy public space areas without being affected by anti-social behaviour.
After 3 years there is an option to extend the PSPO for a further three years, however, on reviewing the Order with North Wales Police it has been agreed to amend the conditions and also to extend the area to which the conditions apply.
The new proposed PSPO excludes the condition that related specifically to youth anti-social behaviour, this is due to difficulties encountered with enforcement and also some ambiguity around the requirement of the condition.
The consultation period will be open for 6 weeks from the 26th November 2025, the closing date for representations will be 7th January 2025.
If you wish to object to the proposed Order you should please do so in writing, stating the reasons for your objection, by email to SaferConwy@conwy.gov.uk or by post to Head of Regulatory Services, Conwy County Borough Council, PO Box 1, Colwyn Bay, LL29 0GG.
