Winter Fuel Support Scheme 2022 to 2023

The Welsh Government Winter Fuel Support Scheme 2022 to 2023 provides eligible households with support towards paying their winter fuel bills.

The Welsh Government Fuel Support Scheme 2022 to 2023 is part of a £90m fuel support package to help pressures on living costs and it is  administered by Local Authorities and the application process opens at 9am on the 26th September, 2022.

Eligible energy customers (on one of the qualifying benefits) who must be responsible for paying the energy bill for the property can claim a one-off £200 payment to provide support towards paying fuel costs. This payment is in addition to the Energy Bill rebate being offered by the U.K. Government and the Winter Fuel Payment normally paid to pensioners.  The payment will be available to all eligible households on the qualifying benefits (one payment per household) however you pay for fuel, whether it is on a pre-payment meter, by direct debit or by paying quarterly bills or those who use off-grid fuel such as oil, Liquefied Petroleum Gas (LPG) or coal.

The scheme is open to households where an applicant, or their partner is in receipt of one of the qualifying benefits at any time between the 1st September, 2022 and the 31st January, 2023.

  • Working Tax Credits
  • Child Tax Credits
  • Pension Credit
  • Personal Independence Payment
  • Disability Living Allowance
  • Attendance Allowance
  • Carers Allowance
    Receipt of Carers Allowance includes those people who are being paid Carers Allowance and people who have claimed Carers Allowance but due to the overlapping benefit rules do not receive it as a cash benefit, i.e. they have an underlying entitlement to Carers Allowance
  • Contributory Based/New Style Jobseekers Allowance
  • Contributory Based/New Style Employment and Support Allowance
  • Armed Forces Independence Payment
  • Constant Attendance Allowance
  • War Pension Mobility Supplement

If you or your partner who are liable for the fuel costs do not receive any of the qualifying benefits, you could still qualify if you have a qualifying person living with you.

A person meets the definition of a qualifying person if they –

Occupy your household as their primary residence
Are a dependent child, or another adult living in the household
They receive one of the following benefits –

  • Attendance Allowance
  • Disability Living Allowance
  • Personal Independence Payment
  • Armed Forces Independence Payment
  • Constant Attendance Allowance
  • War Pension Mobility Supplement


Application process

You will need to complete a short on line application form (below) to apply for the Winter Fuel Support Grant anytime between the 26th September, 2022 and 5pm on the 28th February, 2023.  Your eligibility for the payment will be checked against records held by the Council and the Department for Work and Pensions.

Please note we will have already written to those households on Council Tax Reduction as at 1st September 2022 who we believe are eligible. If you have received a letter please use your individual claim reference detailed on the letter when you make the application as this will speed up the payment process.

Alternatively any individuals who believe they may qualify for this support should make a claim via our on-line form (below) between the 26th September, 2022 and 5pm on the 28th February, 2023.

Payments for successful applications will commence in October, 2022 and complete by the end of March, 2023.
