Tell us what you think about potentially extending and varying the current Dog Control PSPO 2020 that is in place to deal with issues arising from irresponsible dog ownership.

Background

The Council introduced a Dog Control PSPO in 2020 to help tackle irresponsible dog ownership. The Order was subject to two public consultations which showed there was strong public support for the proposals (PSPO-Second-Public-Consultation-Documents-Explanatory-Note-18-5-20 (conwy.gov.uk) and the Order was introduced making it an offence to:

  • Fail to remove dog faeces immediately.
  • Fail to carry an appropriate means to pick up.
  • Permit a dog to enter land from which dogs are excluded year round; and
  • Permit a dog to enter land from which dogs are excluded seasonally
  • Not keep a dog on a lead in a designated area.
  • Not put, and keep, a dog on a lead when directed to do so by an authorised officer.


Owners can be issued with a Fixed Penalty Notice (fine) of £100 if they do any of these things.

The introduction of the PSPO 2020 has helped:

  • create safer and more welcoming outdoor spaces for dog owners and non-dog owners;
  • tackle dog fouling issues.

What the Council is proposing now

Despite these improvements, dog fouling and other dog related issues unfortunately continue. The Council is therefore proposing to extend and vary the current Dog Control PSPO 2020 for 3 years to create the Dog Control PSPO 2023 to help tackle irresponsible dog ownership.

The current PSPO runs to October 2023. In the event of the PSPO not being extended, it will lapse on 21st October 2023, at which point there will be no legally enforceable restrictions on dogs in Conwy County. The Council considers it reasonable to have specific dog controls in place in the county so are proposing to extend and vary the current PSPO.

Next steps

Responses will be considered and findings reported to the Council through the democratic process during Autumn / Winter 2023, when the Council will make a decision to confirm or otherwise the contents of the PSPO 2023. If confirmed, the new PSPO, including any changes, would be introduced in October 2023. It would be publicised on the Council’s website, social media pages as well as on its digital information boards and locally across the county where variations in the dog controls have occurred.
