Good housing is key to a better quality of life, better health and can lift people out of poverty. For that reason, aspiring for everyone in the County of Conwy to have somewhere affordable and appropriate to live is the primary role of the Council’s strategic housing function.

Local Housing Strategy 2018-2023

Much has been achieved since we published our last strategy in 2013. For example, we have established the Conwy Housing Solutions Service, contributed to the regeneration of Colwyn Bay, and developed a residential site for Gypsy Travellers. But making a difference through housing is becoming increasingly difficult. The strength of the housing market and increasing pressures on household incomes are adding to the demand for our limited resources.

This strategy sets out how we will plan to address the challenges we face. Delivering solutions is something we can only achieve by working in effective partnership across both the public and private housing sectors.

The Local Housing Strategy has been developed and, is owned by the Conwy Strategic Housing Partnership. We aim to make the best use of our joint skills and resources; to ensure that our business objectives are aligned; and ultimately, to do the best we can to improve the housing options in Conwy County.

Local Housing Strategy 2024-2029

Conwy’s 2018 Local Housing Strategy vision is for ‘People in Conwy to have access to affordable, appropriate and good quality accommodation that enhances their quality of life’.

Much has been achieved since we published our strategy in 2018. For example, we have delivered 523 units of affordable housing via the Social Housing Grant programme, bought 162 empty properties back into use and developed Conwy’s rapid rehousing plan.

It has been a challenging environment with the Covid-19 pandemic, changes in legislation and the increase in the cost of living. The Local Housing Strategy Key Achievements 2023 report sets out how we addressed the challenges we faced and details what we have achieved against the planned targets. Delivering solutions was something that could have only be achieved by working in the effective partnership across both the public and private housing sectors.

We want continue to make the best use of our joint skills and resources; to ensure that our business objectives remain aligned; and ultimately, continue to do the best we can to improve the housing options in Conwy County into 2024-2029.
