We have reviewed our risk assessments and kept open the toilets which can be used safely, due to their size and layout.
These toilets are open on our usual winter operating times:
Opening times
During winter months (second week in September until Easter)
- Opened between 07:30 and 10:00 (depending on location)
- Closed between 16:30 and 17:30 (depending on location)
- Public toilets will be closed on Christmas Day and New Year’s Day.
If you are making an essential journey under Level 4 restrictions and may need to use public toilets, please plan ahead.

Why have you closed toilets?
With the move to high risk alert Level 4, we’ve reviewed our risk assessments for each of our public toilets. Using this information, we’ve decided to close some of our facilities for the safety of the public and our staff. The closed toilets have shared spaces with no controls over how many people can access them at one time, which means increased risks for social distancing and hygiene with touching common surfaces (such as taps, flush handles, and door handles).
How have you decided on the toilets which are staying open?
After reviewing the risk assessments, the size and layout of these toilets means we can keep them open safely.
Are you increasing the cleaning in the toilets which are open?
Yes, and we will be using two person teams to speed up cleaning. Toilets are cleaned a minimum of 3 times a day.
How long will the toilets be closed?
Welsh Government will review the need for alert level 4 in three weeks. We will review our toilet arrangements based on this.
What are the arrangements for workers such as lorry drivers, taxi drivers and health care workers in the community?
We recommend that workers plan their trips and know which toilets are available for use. We have tried to accommodate the travel routes and keep open the safe toilets.
What are the arrangements for people who would usually use disabled toilets?
We have tried to keep open the toilets (including disabled facilities at these locations) where we know people exercise, such as the promenades.
What do I need to do to keep safe when using the toilets?
Follow the information on the signs. This will tell you how many people can enter at one time, where to wait and where to walk. It is very important that you stick to social distancing and wash your hands well.
What are you doing to keep the toilets safe to use?
Where toilet blocks are small, only one person is allowed in at a time. We have put up signs to show where you should wait and which way to walk.
Some of the urinals, sinks and cubicles are blocked off – please do not try to use them.
Do I need to pay? How do I do this?
Some of our toilets are pay facilities. There are instructions on the door how to use the coin payment machine. Please do not try to wedge open the doors – this damages the lock and puts the toilet out of action.
Why isn’t there an attendant at each public toilet?
We have staff onsite all day at our busiest facilities, and other staff travel between public toilets.
Community Toilet Scheme
We are also committed to the Community Toilet Scheme, which is a Welsh Assembly Government Scheme to encourage local businesses to open their toilet facilities to the general public.
Not all businesses in the Community Toilet Scheme are currently open.
