Residential Caravan Sites
To operate a residential caravan site a licence is required, the licence can be issued for up to a maximum period of 5 years. Planning permission is also required to permit a site to be used as a residential caravan site.
Please note: Failure to operate a residential caravan site without the appropriate license or planning permission will result in a criminal prosecution.

Application for a site licence
Application checklist
Supporting documentation
The following documents must be submitted with your application:
- Lay out plan of the site on a scale of 1/500
- Fire risk assessment
- Site rules
- Gas safety certificate
- Electrical installation safety certificate; and
- Health & Safety risk assessment
Failure to supply the necessary information will render your application as invalid.
Fees
The Mobile Homes (Wales) Act 2013 allows Local Authorities to charge a fee for the following functions:
- Issuing of a site licence, which includes the cost of an inspection
- Varying conditions
- Lodging site rules should the owner of the site request this
- Providing a replacement licence.
The Act requires that the local authority publicise its fees policy in relation to the different functions.
Fees Policy for Mobile Homes
Conwy County Borough Council under its scheme of delegation have determined the following fees to apply under the Mobile Homes (Wales) Act 2013:

*More than one caravan on a mixed site will be charged as per small or medium site.
In setting these fees Welsh Government guidance has been followed and only those actions associated with each function have been considered.
Eligibility
A site licence will not be issued to a person whom the local authority knows has held a site licence which has been revoked in the past three years.
The Mobile Homes (Wales) Act 2013 has introduced a fit and proper person test for the owner or manager of the site. At times it may be appropriate for the local authority to seek further information on whether a person has relevant convictions.

Enforcement
The Mobile Homes (Wales) Act 2013 also introduced new enforcement provisions, which are:
- Fixed penalty notices for minor breaches of site licences.
- Compliance notices.
- Emergency action where the site owner refuses or is unable to take immediate action to protect the residents on site.
