Dog Control PSPO 2023

Councillors agree further consultation on Dog Control Orders at Colwyn Bay beach.

At a meeting on Thursday (19/10/23), Cabinet Members supported the extended and varied Dog Control Orders that apply at locations across Conwy County Borough, except the area of beach from Porth Eirias up to the small sandy beach at Rhos Point.

Councillors decided that further consultation should be carried out on potential alternatives to a permanent dog exclusion for the whole area of Colwyn Bay beach, apart from the small sandy beach at Rhos Point, Rhos on Sea.

Council Leader, Cllr Charlie McCoubrey, said: “I want to apologise to members of the public for any upset caused by the consultation process. Clearly there’s strong support for use of Colwyn Bay beach. Here in Conwy county we’re blessed with lots and lots of nice beaches and I’m sure we can find a solution for everyone to enjoy this one.”

The further consultation on the options for Colwyn Bay beach will take place over the winter period - details are to be confirmed and will be publicised.

Notes

Public Spaces Protection Orders (PSPOs) specify an area where activities are taking place that are or may likely be detrimental to the local community's quality of life. PSPOs impose conditions or restrictions on people using that area.

Cabinet decision (19/10/23):

a)     That the extended and varied proposed Dog Control Public Space Protection Order 2023, as at Appendix 2 of the report, which excludes the area of beach between Porth Eirias, Colwyn Bay and up to the small sandy beach at Rhos Point, Rhos on Sea from the proposed order, as consulted upon be agreed.

b)     That a further consultation be undertaken on the options for potential alternatives to a permanent dog exclusion for the whole area of Colwyn Bay beach, excluding the small sandy beach at Rhos Point, Rhos on Sea.

 

The agreed Dog Control Public Spaces Protection Orders (PSPOs) will apply for the next three years and include:

  • Dog Exclusion Zones (e.g. beaches, playing fields)
  • Dog Fouling and means to pick up
  • Dogs on Leads
  • Dogs on Leads when asked by an authorised officer
