This is Phase 2b of the Colwyn Bay Waterfront Project which has been improving coastal defences and public spaces along the Bay of Colwyn coast since 2011.

We are preparing a planning application for coastal defence work and promenade and public space improvements at Rhos-on-Sea along the existing seawall and beach.

The public consultation in September and October 2021 on this latest phase of the Colwyn Bay Waterfront Project attracted a lot of comments from residents.

Based on the feedback we’ve received, we are providing further information on the parts of the proposals which people commented on most. We are also extending your opportunity to have your say on the proposals.

I commented in the previous consultation, do I need to comment again?

You are welcome to repeat or provide additional comments by 23 December 2021. If you commented before, they will still be included in the reports we submit with our planning application.

What are the proposals?

We are planning to improve the coastal defences by importing approximately 1 million tonnes of sand to place in front of the existing seawall. This will protect the seawall and the properties and infrastructure behind it from the continued threat of the sea and accepted climate change levels.

At the same time, we would like to make improvements to the promenade to maximise the wider benefits of the scheme. As part of the proposals we are consulting on, we are also considering additional works such as renewing surfaces, improving street lighting and improving facilities for cyclists and pedestrians. We have also looked at the traffic flow and parking arrangements, to see how we can improve the safety and experience of people using the promenade and local facilities. 

The proposals give the best balance of parking, cycling and pedestrian provision for public safety, with options for play and recreation, as well as events spaces and shelters.

You now have the opportunity to see the plans and comment before we submit a planning application.

Next steps

We will review all comments and may make changes to the design based on these.

Starting the scheme depends on planning permission and funding. We have applied for funds from Welsh Government. If we get funding, we may need to review the designs to make sure all the elements are affordable.
