What is Active Travel?

Active travel means making everyday journeys by walking, wheeling or cycling instead of using transport such as cars or buses. (Wheeling includes using a mobility scooter or wheelchair.)

It is a Welsh Government initiative to encourage healthier travel and reduce traffic congestion.

Active travel includes journeys made to work, school, college, shops and leisure facilities. An Active travel route has to connect to these places and be suitable for everyday journeys. Active travel does not cover routes that are only used for leisure or recreational purposes.

By upgrading and creating new walking and cycling routes we aim to make active travel the normal way to get around for local journeys. This cuts down unnecessary traffic and helps families get about safely and sustainably.

To get this right, it’s crucial for local people to be involved in the conversation. So that more people feel they can choose walking, wheeling or cycling instead of the car for short local journeys.

About the project

Welsh Government is working with Conwy County Borough Council to promote an active travel improvement scheme at the A55 Junction 18 (RSPB) roundabout. This will link the existing coastal section of National Cycle Route 5 to Llandudno Junction. It will also support the future Council scheme from Glan Conwy to Llandudno Junction. When complete, these schemes will provide active travel routes from Conwy and Glan Conwy to Llandudno Junction and Llandudno.

This scheme will provide a new dedicated cycle lane across the A55 Junction 18 roundabout, allowing pedestrians to use the existing footpath. A widened shared-use path will be provided alongside A546 Ffordd 6G Road, between the A55 roundabout and the Tesco roundabout, together with a new signal-controlled pedestrian/cyclist crossing over the A546, to improve access to the Junction Leisure Park.

What are the issues?

Llandudno Junction and Glan Conwy are connected by the busy A547 and A470 trunk roads. There is a lack of suitable pedestrian or cycle links between the two communities, with sections of missing pavements, pinch points, and a lack of suitable crossing facilities.

In the short term, this scheme will provide an improved active travel route from the RSPB Reserve and Conwy estuary to the Tesco roundabout. Planned schemes to the north and south (expected to be ready in 2026) will provide a fully off road route between the communities of Llandudno Junction and Glan Conwy. This will reduce congestion, increase accessibility, make journey times more reliable and lower carbon emissions.

The Welsh Government has committed funding to complete the design and construction of this project by March 2024.

Proposed work includes:

  • Widened shared-use paths to accommodate active travel users
  • A dedicated cycle route across the western side of the A55 Junction 18 roundabout
  • New controlled shared-use crossing across the A546 near Tesco roundabout
  • New uncontrolled crossings across A55 Junction 18 roundabout slip roads

What happens next?

All the feedback we receive from this consultation will be carefully analysed and considered. We will amend any design issues highlighted by the consultation before we apply for the permissions we need to do the work.

We are aiming to start construction work later this year (2023).
