Business prosecuted for failing to display food hygiene rating

At Llandudno Magistrates Court on 27/01/26, Mez Enterprises Ltd, trading as Jalsa Restaurant in Conwy, Mujibar Rahman and Yasin Rahman, were found guilty for failing to display a valid food hygiene rating of 1 (one) at or near the entrance to their premises.

Mez Enterprises Ltd was fined £1000 and ordered to pay a surcharge of £400.00, totalling £1400.00, to be paid in full within 28 days.

Mujibar Rahman (Director) was fined £1000, ordered to pay costs of £170, and a surcharge of £400.00, totalling £1570.00, to be paid in full within 28 days.

Yasin Rahman (Manager) was fined £500, ordered to pay costs of £170, and a surcharge of £200.00, totalling £870.00, to be paid in full within 28 days.

Under the Food Hygiene (Wales) Ratings Act 2013, the business was issued a food hygiene rating of 1 following an inspection 16 July 2025. Compliance checks in July and August 2025 found the rating sticker was still not displayed. Despite verbal and written warnings, the business did not comply and was prosecuted for failing to display the rating in the required location.

Councillor Stephen Price, Conwy’s Cabinet Member for Housing, Regulatory and Audit, said: “The Food Hygiene Rating Scheme exists to inform the public about hygiene standards within food businesses. Failure to display a valid or correct food hygiene rating prevents customers from accessing the rating before they enter an establishment.

“We actively monitor food businesses to ensure they meet the legal requirement for displaying food ratings. Where non-compliance is identified, we take appropriate action using a graduated approach to enforcement. This may include issuing fixed penalty notices or prosecuting businesses that fail to act on previous advice or warnings.”
