Conwy County Borough Council is committed to creating a welcoming and inclusive community where everyone feels respected and valued.

We acknowledge that flags can be powerful symbols of civic pride and belonging.

However, over recent weeks, there’s been a lot of discussion about the display of flags in public spaces.  We recognise that this is a sensitive issue, and that people hold a wide range of views and emotions around it.

Residents are welcome to display flags on their private property. However, we kindly remind everyone that attaching items, such as flags, signs, or banners, to lampposts and other highway structures, is not allowed without prior permission.

Where a local resident or organisation wishes to display items on public infrastructure, they must first seek permission from Conwy County Borough Council. This process ensures that installations are safe, properly maintained, and removed in a timely manner. It also requires evidence of public liability insurance and contact details for urgent matters. We consult with local elected members and Town and Community Councils before granting any permissions.

Does the Council know someone has put flags on lampposts? 
Yes, we have received reports of items on lampposts.

Are you going to remove them? 
Yes, we will remove any markings, flags, signs or banners that have been installed without permission.

Why? 
Unauthorised markings, flags, signs or banners on the highway, or on highway structures, are illegal and can pose safety risks to both installers and road users.

When? 
Removal will be planned carefully to minimise disruption and manage costs effectively. 
It’s important to note that this work incurs a cost to the taxpayer - resources that could otherwise support essential services.
