Leadership Appointed for Llandudno's Pride in Place Programme Neighbourhood Board

Pride in Place Programme
The newly appointed leadership team will now drive the development of the Neighbourhood Board, bringing together a diverse range of local people to help shape the Pride in Place Plan.
The new Neighbourhood Board will be responsible for shaping and delivering Llandudno’s Pride in Place Plan, which covers parts of Tudno and Mostyn wards. It will set out how £20m of UK Government funding will be invested to deliver improvements identified by residents in the Pride in Place Neighbourhood area.
To ensure the board is rooted in genuine local knowledge, Conwy County Borough Council worked in partnership with the local Member of Parliament, Claire Hughes MP to identify a new Independent Chair for the Neighbourhood Board. Following an open recruitment process which attracted significant interest, Jim Jones has been appointed as Chair of the Llandudno Pride in Place Neighbourhood Board. Jayne Black has been appointed as Vice Chair.
Jim Jones said: “I am delighted to be appointed Chair of the Llandudno Pride in Place Neighbourhood Board. It is a huge advantage to have Jayne Black on board as Vice Chair. We are both looking forward to getting stuck in and working directly with the community to hopefully deliver transformational changes that will make a real and lasting difference to the wards of Tudno & Mostyn and the wider community of Llandudno.”
Jayne Black said: “This is an amazing opportunity for these wards. As someone who lives and works in the ward, I’m excited to get to work. I have known James for over 20 years and with his experience alongside the Neighbourhood board and residents I am keen to get to work and deliver sustainable improvements to both wards.”
Both Jim and Jayne have long standing links with the local community, as well as extensive experience:
- Former Welsh Guardsman, Jim Jones, brings considerable board-level experience. He is currently Managing Director of North Wales Tourism and has considerable experience of developing and delivering neighbourhood plans
- Jayne Black is the manager of Ty Hapus Community Resource Centre, which is based in Tudno ward. She brings over 30 years of experience working in the heart of the community, including running local food and baby banks
Councillor Julie Fallon, Leader of the Council, said: “We are delighted to welcome Jim Jones as Chair of the Llandudno Neighbourhood Board, alongside Jayne Black as Vice Chair. Their leadership and experience in the community will be instrumental as we work together to deliver the Pride in Place Programme for Llandudno.”
The appointments follow a Cabinet decision in March 2026, which delegated authority to the Leader of the Council, working jointly with the local MP and in consultation with local members, to select the Chair and Vice Chair and oversee the establishment of the Board.
Claire Hughes MP said: “Jim Jones and Jayne Black are both absolutely committed to making the Pride in Place programme a success, and to putting local residents in the driving seat when it comes to determining how the £20m UK Government funding should be spent. This is a huge opportunity for a part of Llandudno that’s been forgotten for too long, and I’m delighted to have such a strong leadership team in place.”
The newly appointed leadership team will now drive the development of the Neighbourhood Board, bringing together a diverse range of local people to help shape the Pride in Place Plan. Throughout this process there will be opportunities for residents, community groups and other stakeholders to get involved – either as members of the board or through contributing ideas and suggestions through wider engagement activity.
In partnership with the local MP, Conwy County Borough Council will support the newly appointed leadership team to convene the Neighbourhood Board, as well as acting initially as the Accountable Body for the programme as the new board is formed.
All board positions are voluntary roles, supported by UK Government capacity funding.
