New Public Space Protection Order for Colwyn Bay

Conwy County Borough Council, in partnership with North Wales Police, is introducing a new Public Space Protection Order (PSPO) for Colwyn Bay.
The new PSPO will run for three years from the end of March 2026.
Cllr Stephen Price, Conwy’s Cabinet Member for Housing, Regulatory and Audit, said: “We hope this new Order will continue to provide an effective deterrent and also enable offenders to be dealt with swiftly by Police Officers.”
CI Rachel Hare, North Wales Police, said: “The new PSPO provides us with the necessary powers to deal robustly with individuals who regularly engage in Anti-Social Behaviour. It assists us in making the locality a safer and more enjoyable space for our residents and visitors. I encourage the public to report incidents of Anti-Social Behaviour to us via 101 or our web chat facility. In conjunction with our local communities and partners we will continue to target those who cause harm and disruption in our area.”
The previous PSPO was introduced in May 2022 under the Anti-social Behaviour, Crime and Policing Act 2014 to tackle issues such as street drinking and youth-related anti-social behaviour. It was in force for three years and enabled North Wales Police to take enforcement action for breaches within the designated area.
Following a review with North Wales Police, the new PSPO does not include the clause relating specifically to youth anti-social behaviour, due to enforcement challenges and ambiguity, and the area covered by the Order has been expanded.
Local residents, business owners and councillors were invited to submit their views about the PSPO. The consultation period ran for six weeks from 26 November 2025 until 7 January 2026.
