Positive performance of Conwy County libraries highlighted

Conwy’s Cabinet will be presented with a report at their meeting highlighting the strong performance of the Council’s Library and Information Service.

The Library Service’s performance is detailed in the Welsh Public Library Standards Assessment for 2024-25 published by the Welsh Government. The WPLS reports are published each year.

The Report for 2024-2025 shows that Conwy meets all 13 of the Core Entitlements in full. In addition, of the five Quality Indicators which have targets, the Library Service achieved four in full and one in part.

The WPLS report evidenced the Library Service’s strengths, including the increase in attendees at events and activities held in Libraries, and the impact of library community programmes. Conwy libraries deliver a varied programme of activities, including shared reading groups and dementia‑friendly reading friends sessions, along with wellbeing‑focused sessions for children and families.

Cllr Dilwyn Roberts, Cabinet Member for Culture, Leisure and Governance Services at Conwy County Borough Council, said, “I’d like to thank our library staff for their commitment in achieving these high standards, and for their excellent customer service. It’s particularly pleasing to see the evidence that our libraries can act as community hubs providing a wide range of services and activities, a key commitment within the citizen outcomes of our Corporate Plan.

“We recognise that there are challenges and ongoing financial pressures, but our commitment to maintaining opening hours and protecting frontline delivery demonstrates how highly we value our libraries and the benefits they provide to residents.”

The report will be presented to Cabinet at the meeting on 24 February Conwy Local Democracy : Agenda for Cabinet on Tuesday, 24 February 2026, 2.00 pm

Location of service points (QI7 - met in full) 

Staffing levels and qualifications (QI13 – partially met)
