Statement on 20mph speed limit review

Following the advice last week from Lee Waters MS, Deputy Minister for Climate Change, about the review of the 20mph speed limit implementation, Cllr Goronwy Edwards, Cabinet Member for Environment, Roads and Facilities – Infrastructure at Conwy County Borough Council said:

“The recent Welsh Government legislation changing the default speed limit in residential and built-up areas from 30mph to 20mph is a major change for everyone. As such it will take a while to get used to. We have made local exceptions – keeping some roads at 30mph – in line with Welsh Government guidance. We have always said that a review of these exceptions would be appropriate after a bedding-in period.

“Welsh Government announced this week that it will be reviewing the guidance and exception criteria provided to councils. We will clearly have to take this into account as well, and so will not make any final decisions until we know what changes are made to these criteria. 

“In the meantime, if a Conwy resident feels that the speed limit on a particular road should be changed from 20mph to 30mph, or from 30mph to 20mph, they can contact our Traffic team. We’d ask them to provide us with as much information and justification as they can, including why the speed limit is not in line with the current guidance from Welsh Government.

“We will listen to the views of all road users – motorists, cyclists and pedestrians. In particular, we will take into account the views of residents on the road in question as to whether they want an increased speed limit on the road where they live. 

“As with any change to speed limits, a Traffic Regulation Order will be required. There is a statutory process for consultation and considering objections, before making a final decision.”
