Visitor Levy Consultation

Visitor Levy consultation

Conwy County Borough Council is asking people to submit their views on introducing a levy on overnight stays in visitor accommodation.

Cllr Sharon Doleman, Cabinet Member for Sustainable Economy and Communications, said: “We know there’s considerable interest in the Visitor Levy in Conwy, which is why we’ve engaged an independent company to carry out this consultation to gauge local opinion.  The responses we receive will help councillors make an informed democratic decision on this important matter.”

The full details and the questionnaire are available online: Visitor levy consultation in Conwy County - Conwy County Borough Council

Drop-in sessions and events are being arranged for the public and for the hospitality sector. Details of these will be announced shortly.

If you’re not online you can get a paper copy from:

  • Conwy Tourist Information Centre, Muriau Buildings, Rosehill Street, Conwy LL32 8LD
  • Llandudno Tourist Information Service, Venue Cymru, The Promenade, Llandudno, LL30 1BB
  • Conwy Business Centre, Junction Way, Llandudno Junction, LL31 9XX
  • Coed Pella, Conway Road, Colwyn Bay, LL29 7AZ
  • Libraries

The consultation will run for just over 8 weeks, please submit your views by 17/07/26.

The results of the consultation will be presented to councillors later this year when they will debate whether or not a Visitor Levy should be introduced in Conwy County.

In 2024, the Welsh Government published the Visitor Accommodation (Register and Levy) Etc. (Wales) Bill.  The Bill was approved by Senedd Cymru on 8 July 2025 and received Royal Assent on 18 September 2025.

The Bill gives local authorities the choice to introduce a levy on overnight stays in visitor accommodation.

Carrying out a consultation is part of the process and must be done before councillors are asked to decide on whether to introduce a levy or not.

At the Council AGM on 14/05/26 councillors gave permission for the consultation to be carried out.
