The following are Conwy's priorities for the next four years. These will however be reviewed in two years in line with Welsh Government requirements.
In line with Welsh Government policy direction, a Rapid Rehousing Transition plan has been developed.
Conwy's Rapid Rehousing vision is as follows:
'Key services deliver a coordinated approach to homelessness prevention activities to ensure homelessness in Conwy is rare. Where homelessness cannot be prevented, people can move into settled accommodation quickly with limited use of temporary accommodation’
To achieve this there are four key objectives:
- Transform the quality and use of temporary accommodation.
- Increase the supply of affordable housing.
- Ensure support is available to those who need it.
- Strengthen partnership working arrangements to ensure homelessness prevention is prioritised across all services.
For a variety of reasons, there is an increase in the number of young people who find themselves homeless.
To end youth homelessness there are 3 key objectives:
- Strengthen partnership working arrangements to identify young people who are at risk of becoming homeless and ensure the correct support is in place to prevent homelessness.
- Increase supply of affordable housing options for young people where homelessness cannot be prevented and ensure the relevant support is available.
- Use service user engagement to identify and implement service improvements, to ensure the service delivered meets the needs of young people now and in the future.
The availability of current resources is limited, and is not sufficient to meet the needs of those who are released from prison who require support to enable them to regain their place in the community.
To increase the availability of services there are 3 key objectives:
- Maximise funding opportunities and strengthen partnership working arrangements to:
- increase the capacity to deliver support and to enhance the type of support options that are available to offenders;
- Increase the supply of suitable and affordable accommodation.
- Review working arrangement to ensure those leaving custody have an accommodation and support option on their release.
- Use service user engagement to identify and implement service improvements, to ensure the service delivered meets the needs of offenders now and in the future.
During the past 18 months there has been an increase in referrals for people who have more complex needs. Data is continuing to support the need for services for this cohort of people along with accommodation where appropriate.
To expand the provision of support services there are 2 key objectives:
- Maximise funding opportunities and strengthen partnership working arrangements to enhance the support options available for those presenting with complex needs, including developing an appropriate and efficient multi-agency approach to service delivery.
- Use service user engagement to identify and implement service improvements, to ensure the service delivered meets the needs of those who have complex needs now and in the future
There has been a sharp increase in people being referred for support after fleeing domestic abuse.
To provide additional services there are 4 key objectives:
- Maximise funding opportunities to increase the capacity to deliver support and to enhance the type of support options that are available for people fleeing domestic abuse.
- Increase supply of affordable housing options for people fleeing domestic abuse.
- Increase the provision of target hardening equipment to keep people in their homes where they choose and it is safe to do so.
- Use service user engagement to identify and implement service improvements, to ensure the service delivered meets the needs of people now and in the future.
