The Cost of Living Discretionary Scheme has now ended.

In February 2022, the Welsh Government announced a package of measures to help people with the cost of living crisis. This included the main scheme (£150 cost of living payment to eligible households) and the discretionary scheme to provide support for other purposes related to living costs.  In developing a local discretionary scheme, local authorities were able to decide on the design of the scheme and to target the available funds to best support the needs of their residents.

Conwy County Borough Council Cost of Living Discretionary Scheme is as follows - 

An additional £80 for a resident who was entitled to FULL Council Tax Reduction to cover the Council Tax charge on the 15th February, 2022 (based on information available beginning of August 2022).

£150 for those parents/guardians in receipt of Free School Meals for their child/children residing and attending schools within Conwy County Borough on the 15th February, 2022 who were in receipt of the relevant qualifying income and had not received a Cost of Living Payment under the main scheme.

£230 for people in receipt of Housing Benefit only on the 15th February, 2022 (based on information available beginning of August 2022) where a Cost of Living Payment under the main scheme had not been awarded.

£150.00 for Social Sector households (Housing Association tenants) in Council Tax Bands E – I

£150.00 for households claiming the disability reduction in Council Tax Bands F – I

£150.00 for households that qualified for an exemption from payment of Council Tax as at the qualifying date of 15th February 2022

If you qualify under one of the above headings you will receive a letter informing you of this fact.

You will then need to follow the instructions on the letter to collect the payment from your local Post Office within the given time scale.

Funding will also be allocated to -

  • Foodbanks operating within Conwy County Borough
  • Top up payment of the Discretionary Housing Payment Fund, which assists with Housing Cost shortfall to those in receipt of Housing Benefit / Universal Credit Housing Cost where appropriate. 
  • Young Person Summer of Fun/Play food
  • Youth Clubs food for Young People
  • Warm Hubs in Libraries drinks/snacks/activities
