Private landlords must ensure they are compliant with the law.
Rent Smart Wales
- All landlords must be registered with Rent Smart Wales, and you can check if your landlord has registered your home on their website.
- The person managing a tenancy, either the owner or the agent must also be licensed by Rent Smart Wales and comply with the code of practice. If you have concerns about your landlord or agent email regulatoryservices@conwy.gov.uk.
Energy performance certificates
- Most privately rented properties in Wales are required to have an energy performance certificate (EPC) and meet minimum energy efficiency standards.
- Landlords must provide a tenant or prospective tenant with a copy of a valid EPC.
- Unless a property has been exempted, a landlord is breaking the law if they create a new tenancy for a property which has an F or G rating, and could be fined.
- You can check whether your landlord has exempted your property by searching the Rent Smart Wales public register.
Houses of Multiple Occupancy (HMOs)
- All properties with more than one household are HMOs. Conwy has more HMOs than any other county in Wales. The law says that some types of HMOs should be licensed. The licensing process ensures the property and the landlord meet minimum standards.
- In Colwyn Bay, Llandudno and Pensarn, the Council requires additional types of HMO to be licensed.
