Coastal Defence

Kinmel Bay East Coastal Defence Proposals

  • Raise and widen the existing rock armour barricade along the front at Kinmel Bay East. The new rock armour barricade will be approximately 420m long, between Horton’s Nose Nature Reserve and Baysville Coffee and Grill.
  • Raise the existing seawall by 0.5m (1.6 feet) along the front at Kinmel Bay East. To reduce the ecological impact of the new structure, we will reinstate the sand dunes east of Kinmel Beach car park (at the end of St Asaph Avenue) where necessary.
  • Add a new flood gate at the same height as the seawall at Kinmel Beach car park (at the end of St Asaph Avenue)
  • Reprofile the level of the car park entrance so that any flood water returns to the sea instead of travelling inland

Public Space

  • A new crossing point by the Rhyl Harbour Café where the coastal route crosses a service road. This will improve accessibility and safe movement along the pedestrian and cycle route which links Kinmel Bay to Rhyl. 
  • A small rest area close to Baysville Coffee and Grill, providing space to sit and contemplate. 
  • Improve Kinmel Beach car park (at the end of St Asaph Avenue):
    • 70 parking spaces
    • electric vehicle charging units
    • lighting
  • The area by Kinmel Beach car park (at the end of St Asaph Avenue) already provides a hub and main beach access point for the Kinmel Bay and Towyn communities. There are several kiosks in this area and we will improve the area around them:
    • New public toilets and a gallery shelter
    • Cycle parking
    • Electric cycle charging facilities
    • Cycle maintenance station
    • Picnic tables and seating
    • Play facilities
