Marine Personnel

Appropriate and effective training and the associated competence of marine operations personnel are essential elements in the facilitation of navigational safety. In compliance with the Port Facilities and Marine Safety Code (PMSC), it is Conwy County Borough Council (CCBC) Policy that as the Statutory Harbour Authority (SHA) it shall:

  1. Adopt the competence standards for marine personnel associated with the PMSC or demonstrate that any standards adopted as an alternative are fully equivalent.
  2. Ensure that adequate resources are made available to maintain the established standards of competence and training.
  3. Assess the suitability of all persons appointed to positions with responsibility for marine safety to ensure that the required competence standards are met. National Occupational Standards are considered as a basis for recruitment and development of staff.
  4. Establish and maintain an appropriate and effective ongoing schedule of marine operational training for its marine employees.
  5. Ensure that all marine staff are appropriately trained and qualified to undertake the tasks they are likely to perform.
  6. Establish and maintain an effective ongoing schedule of emergency management and response training and exercises.
  7. Establish a review and assessment programme for all marine training to ensure that standards are maintained. In particular that all training is appropriate, relevant, cost-effective and meets operational staffing needs.
  8. Ensure that appropriate training records are maintained via a Marine Training Matrix. ERF Human Resources to keep copies of staff records on file.
  9. Before staff can be considered for additional roles and responsibilities, they are required to maintain records of assessment / training via a training record book. This record is used to ensure staff have met the required competencies before being taking on roles and responsibilities

Non-Marine Personnel

  1. Establish and maintain an appropriate and effective ongoing schedule of relevant safety training for non-marine staff.
  2. Ensure that all staff are appropriately trained for the tasks they are likely to undertake.
  3. Ensure that appropriate training records are kept.
