Proposed New Public Space Protection Order in Colwyn Bay

Conwy County Borough Council, in partnership with North Wales Police, is proposing a new Public Space Protection Order (PSPO) for Colwyn Bay following the expiry of the previous Order.

A PSPO was introduced in May 2022 under the Anti-social Behaviour, Crime and Policing Act 2014 to tackle issues such as street drinking and youth-related anti-social behaviour. It was in force for three years and enabled North Wales Police to take enforcement action for breaches within the designated area.

PSPOs are designed to help law-abiding residents and visitors enjoy public spaces without being affected by anti-social behaviour. Following a review with North Wales Police, the proposal is to introduce a new PSPO for three years, which will amend the previous conditions by removing the clause relating specifically to youth anti-social behaviour, due to enforcement challenges and ambiguity, and expand the area covered by the Order.

The consultation period will run for six weeks, opening on 26 November 2025 and closing on 7 January 2026.

Councillor Stephen Price, Conwy’s Cabinet Member for Housing, Regulatory and Audit said: "We want Colwyn Bay to remain a safe and welcoming place for everyone. These proposed changes will help us address ongoing issues while making sure that public spaces can be enjoyed by residents and visitors."

Chief Inspector Trystan Bevan, said, “We believe a Public Space Protection Order will help create a safer community and address issues that cause fear, concern, and inconvenience for residents. Anti-social behaviour will not be tolerated; North Wales Police will work closely with our partners to ensure robust enforcement of the law to deliver a neighbourhood where everyone feels safe.”
