An unauthorised encampment is when an individual or a group of individuals with vehicles, move onto a piece of land not owned by them, and they do so with the intention of residing on that land - without the permission of the landowner.

It is important to note that under the requirements of the Housing Act 2004 and Welsh Office Circular 30/2007 ‘Planning for Gypsy & Traveller Caravan Sites’ all local authorities in Wales are required to identify the Housing needs of Gypsies and Travellers in its area and make provision for any needs identified.

In line with these obligations, our Unauthorised Encampment Protocol (see link below) outlines the 87actions undertaken by our Housing Strategy team when we receive reports of an encampment. We strive to ensure that the right measures are taken to meet the specific needs of Gypsies and Travellers, while also respecting the rights and concerns of all parties involved.
