How does the scheme work?
If your child is not entitled to free home to school transport they may still be able to travel using our concessionary school travel scheme.
The concessionary travel scheme utilises spare capacity across the authority on existing school transport services, this includes designated school buses and taxis. It does not include Public Service buses. Applications are assessed on an individual basis and a seat will only be granted to your child if the application is deemed appropriate by the assessing officer.
Factors taken in to consideration
There are a number of factors taken into account when assessing your application, some of which are briefly outlined below.
Applications will only be granted if there is spare capacity on an existing school service. If there are no available seats your application will be refused. We will not under any circumstances increase the capacity of an existing vehicle or provide additional vehicles to accommodate a concessionary travel application.
Applications will only be granted if the addition of your child/children does not incur any additional mileage/detours to the existing services route. You must either be on the existing service route or willing to meet the vehicle in a safe place on route. Applications will be assessed on a first come first served basis.
Any failure to comply with the Travel Behaviour Code could result in your seat being withdrawn with immediate effect.
As of September 2018 the cost will be £240.00. This is subject to review. This amount is payable either in full by cheque or as staged payments of £24.00 per month for 10 months by direct debit.
There are no discounts offered for applicants only wanting to travel part time or those with more than one child wishing to make multiple applications.
How to apply
Alternatively you can download AppConwy to your mobile device (you can register your details with the App and then access the form at: Request/Apply - Environment, Road & Facilities - Concessionary School Travel Scheme).
If you are unable to apply online or by using the AppConwy app then you will need to contact the team on 01492 577899 to request a form.
Applications must be made annually. At the end of each academic year we will cancel all concessionary travel arrangements and your child’s/children’s arrangements will not automatically continue for the following academic year. The application process must therefore be repeated on an annual basis, any previous applications will not be considered during the application assessment.
When will my application be processed?
All applications are processed as quickly as possible. If your application is for travel to start in September we cannot guarantee that the application will be assessed before the school term starts. Until you have received a response it remains parental responsibility to get your child to and from school. You will be notified of the decision in writing once the application has been assessed, if the application was granted information about the transport details will be included.
What if transport is no longer required?
If for any reasons transport is no longer required, please notify the Home to School Transport team in writing as soon as possible.
If your child has been issued with a bus pass this must also be enclosed and returned. Charges will be cancelled from the date that the authority receive the letter and returned bus pass. Please do not cancel your Direct Debit, this will be done by the authority upon receipt of your letter. Should the authority take more payment than is due, you will receive an immediate refund under the Direct Debit Guarantee.

If your application is refused the cheque will be returned to you.
Direct Debit payments will not be set up until after your application has been approved.
