The Non Domestic Rates and the Discretionary Business Support Emergency Grants are now closed.
The Welsh Government introduced the Emergency Business Fund to support businesses principally in the hospitality, tourism, retail and leisure sectors with cash flow support and to help them survive the economic consequences of restrictions put in place to control the spread of Covid-19 by the First Minister in his announcement on 22nd December 2021.
The grants will also support supply chain businesses for these four sectors that can demonstrate a material impact of greater than 40% drop in turnover to their enterprises as a result of the additional restrictions.
In relation to self-catering accommodation, these properties will not be eligible for the grant unless one of the following criteria are met:
- The self-catering property is for 30 people or more, or
- The self-catering accommodation is classed as an outdoor education centre
Please note that this change has been implemented by Welsh Government and that the Local Authority has no discretion surrounding this decision.
The fund consists of two grants – Businesses will only be eligible to apply for funding through one of the two schemes, businesses cannot apply for both the NDR grant and the Discretionary Grant.
The amount of grant being provided cannot exceed the amount of revenue generated per annum.
Scheme 1 - Non Domestic Rates Emergency Grant
Open to applications midday Wednesday, 19th January 2022
This scheme will close to registrations / applications at 5pm on the 14th February 2022
- Grant A:
A £2,000 cash grant payment for hospitality, retail, tourism and leisure businesses with Small Business Rate Relief (SBRR) qualifying hereditaments.The same ratepayer may only receive Grant A for a maximum of two properties in each local authority occupying hereditaments with a rateable value of £12,000 and under.
- Grant B:
A £4,000 cash grant payment for hospitality, retail, tourism and leisure businesses occupying hereditaments with a rateable value between £12,001 and £51,000.
- Grant C:
A £6,000 cash grant payment for hospitality businesses occupying hereditaments with a rateable value between £51,000 and £500,000.
For all businesses, their hereditament must have been on the NDR rating list as of the 1st September 2021 and the ratepayer needs to have been in occupation of the property as of the 30th November 2021.
Business must also have been actively trading and generating sales revenue up to 13.12.21 in order to qualify.

If your Business is eligible and registered for non domestic rates (including those in receipt of Small Business Rates relief) the Non Domestic Rates Grant will be open to application from the 13th January at 12pm.
Scheme 2 - Discretionary Business Support Emergency Grant
Open to applications midday Wednesday, 19th January 2022
This scheme will close to registrations / applications at 5pm on the 14th February 2022
This fund is designed to support businesses who do not have a property or are not eligible to apply for the Non Domestic Rates Grant (NDR).
You cannot and should not apply for this grant if you are eligible to apply for an NDR grant.
- Grant A:
A £1,000 cash grant payment for hospitality, tourism, retail, leisure or related supply chain businesses which do not employ anyone apart from the owner, and do not have a property. This includes freelancers in the creative sector.
- Grant B:
A £2,000 cash grant payment for hospitality, tourism, retail, leisure or related supply chain businesses who employ staff through PAYE (in addition to the owner). This includes freelancers in the creative sector.
Supply chain businesses are defined as a business that generates 60% or more of its sales revenue from businesses directly impacted by the restrictions and have not been required to close but their turnover has been materially impacted by the restrictions put in place. Materially impacted means a >40% reduction in December 2021 and January 2022 as compared to December 2019 and January 2020 (or a comparable two month period if the business was not trading in Dec 19 1Jan 20).
If you are an eligible sole trader, freelancer, taxi driver or eligible business who does not have a property or are not eligible to apply for the NDR, the Discretionary Emergency grant will open to applications the week beginning the 17th January 2022.
