Conwy UKSPF Project Summaries

The fund is aimed at supporting community focused organisations to deliver projects across Conwy that will address local needs and will contribute to building ‘Pride in Place’ and ‘make a visible difference’ through the Communities & Place Investment Priority of the UK Shared Prosperity Fund.

The fund will consider project applications for all interventions under the Investment Priority area of Communities and Place.

Projects may apply for grants of between £10,000 and £249,999 and must be complete by autumn 2024.

With the main UKSPF allocation requiring projects to be over £250,000 opening this key fund for projects below that value will allow CCBC to support a variety of schemes across the county and therefore the benefit of the UKSPF will reach more residents and visitors in the county.

The project will benefit people in Conwy and the organisations and local groups that are successful in securing SPF grants to deliver projects in Conwy.

November update: The fund closed on 22nd September 2023 – due to high demand it is unlikely that there will be a second round. 90 applications were received, valued over £10m, substantially more than the available funding.

This is a Capacity Building Project to support local 3rd sector groups to recover and develop into the future. The project consists of the Voluntary Sector Key Fund and a Capacity Building Training Programme.

Through the Voluntary Sector Key Fund, grants of up to £60,000 were made available to support voluntary organisations to overcome short-term challenges and support their sustainability into the future.

The Capacity Building Training Programme will provide opportunities for 3rd sector groups to access relevant training opportunities to strengthen skills and knowledge and to build a more resilient sector. The programme will be developed jointly with the sector to ensure that their needs are met.

The project will benefit people in Conwy and the organisations and local groups that are successful in securing SPF grants to deliver projects in Conwy.

This project will fund the delivery plans for Creu Conwy, Creating the Spark, a Cultural Strategy for Conwy County Borough 2021-2028 and Conwy library and Information Strategy 2021-2026. These two key cultural strategies are delivering a range of transformational projects including a county-wide cultural programme to support wellbeing and economic renewal post-Covid and developing a model for libraries-as-community-hubs that provide a wide range of services and activities.

Both strategies were developed through engagement with communities and their delivery plans were further developed as part of a UKCRF-funded research and development project carried out during 2022. This SPF project focusses on supporting the following areas:

• Economic regeneration post-Covid
• Wellbeing and social inclusion
• Employability, skills and digital inclusion
• Community and creative industry capacity

Justice in a Day is a unique project that uses professional actors and partners to examine key issues about the criminal justice system and young people.

The workshops aim to:

• prevent young people from committing crime
• raise awareness about the criminal justice system
• understand the consequences of criminal/anti-social activities
• explore the impact of such behaviour on the offender, victim and the wider community
• understand the long-term implications of criminal behaviour on themselves and the rest of society
• encourage healthy relationships and good citizenship

This project will involve the replacement of shelters along Llandudno’s North Shore Promenade, as well as the refurbishment of the Colonnades near Happy Valley.

The new shelters will be built based on a quality new design that has been agreed by stakeholders in the town and complements the resort’s Victorian architecture.

The shelters will help promote a sense of place whilst offering residents and visitors the opportunity to rest and enjoy the panoramic views over Llandudno Bay after a stroll along the Promenade. Similarly, the refurbishment of the Colonnades can offer further viewing points over Llandudno Bay, and help to transform the space into a usable area for events and activities in future.

The project will utilise the Community Led Local Development (CLLD) methodology to empower local individuals, groups and community organisations to participate in the generation of innovative ideas to address local problems, develop high quality applications and ensure the capability of delivering projects is at a high level.

Will also seek to use network effects to benefit all organisations.

The areas of activity the project will concentrate on, in order to achieve the above are the provision of non-statutory services, preservation of local heritage, combating the cost of living/climate change crises and ensuring digital access (both physical and through community skills).

Recent school sport survey results have identified that 11-15 year old need to do more exercise each week, with particular attention to fitness activities which inspire girls to be more active.

The project will support 11-15 year olds to increase activity levels, develop physical and mental health resilience. It will also focus on activities to encourage more girls to participate.

Swimming is a life skill which can save lives and enrich the health and well-being of those who can swim and who participate in swimming on a regular basis.

The project will provide investment to modernise the swimming provision in the county.

Enhancement of the existing CCTV service through the provision and operation of additional redeployable cameras to:

• Enhance and protect physical amenities, community infrastructure and open spaces (parks, beaches, footpaths, cycle ways etc.);
• Reduce complaints and instances of fly-tipping, dog fouling, littering and anti-social behaviour;
• Work with communities to build and support social resilience, environmental protection measures and education;
• Prevent violence against women and girls (VAWG), support communities and reduce crime.

These cameras will be sited where there are persistent local environmental problems, protecting and enhancing amenities for future generations and building pride in place.

The project will deliver a range activities to create and support a number of volunteer roles and community opportunities such as:

• Run and expand a network of community litter-picking hubs.
• Support and expand the network of volunteer litter champions.
• Support and expand the litter free zones scheme, ensuring more schools and businesses take responsibility for keeping their local area litter-free.
• Establish and train new community groups to ‘adopt’ and maintain their local area, whilst continuing to support existing community groups.
• Awareness raising and behaviour change campaigns.
• Liaise with Local Authorities and Community Groups to identify suitable trials and campaigns to address Local Environmental Quality (LEQ) issues, such as dog fouling, fly tipping, tourist litter etc.
• Produce LEQ campaign toolkit and resources.
• Provide advice and support to the local authority on development of litter/fly tipping strategies.
• Set up and support repair cafes, reuse/swap shops, waste amnesties, recycling pop-ups and other activities to tackle fly tipping, assist people on low incomes (through free redistribution of items) and reduce waste (circular economy principles).
• Annual litter surveys to identify persistent problems and analysis to inform action.

This project will install two Changing Places Toilets in Conwy to ensure people with complex and multiple impairments can access facilities that provide the space and equipment they need to enjoy day-to-day activities many take for granted. This will ensure communities will become more accessible for individuals and their families to enjoy places many take for granted.

In collaboration with families, disabled people’s organisations, Disability Access Groups and other key stakeholders including The Federation of Small Businesses, engagement sessions will be held to support local communities to identify sites for facilities.

Engagement activities will advocate for Changing Places Toilets more widely and promote inclusion for disabled people.

The project will benefit people and businesses in Conwy.

The Community Wellbeing Programme helps people to maintain and improve their wellbeing. The programme helps people to reduce isolation and strengthen links in their local community through activities they want to engage in and opportunities to volunteer locally. This means there is an improved community network with greater resilience and, in the longer term, reduced reliance on social care services for support.

Previously, the team was only able to offer activities for older adults. The Shared Prosperity Fund has ensured that the team can widen the work they do, opening the programme to all adults living in the county.

The project aims to help restore a sense of community, local pride and belonging through meaningful, accessible activities for people to enjoy. This project will deliver an essential refurbishment of the paddling pools in Llanfairfechan, Penmaenmawr, Craig Y Don and Rhos on Sea.

These are free community facilities that are well used and provide a key resident and tourist attraction. The Paddling Pools are expected to re-open Summer 2024.
